The decentralization reform is a key to Ukraine's success and constitutional amendments are required to make the process inevitable.

Chairperson of the Verkhovna Rada Volodymyr Groysman said this at the meeting with representatives of executive bodies and local self-government bodies of Zhytomyr region dedicated to discussion of most important problems of decentralization of power.

"The decentralization reform is needed by those people, who elect us and to whom we serve," the Chairperson of the Verkhovna Rada said. He also added that the major goal of the reform was to create effective system of governing to return the powers to the local level and allow local self-government bodies to fulfill their functions effectively and to give citizens levers to control the authorities.

Groysman called important the transfer of powers to the local level.

The Chairperson of the Ukrainian Parliament highly appreciated the steps of financial decentralization, having noted that since early 2015, local budgets had received 35-40% of additional funds sufficient for effective financing of infrastructure facilities and social sector.

"This reform is a key to Ukraine's success. We have to do our best to return the power to the people." Groysman noted. He also expressed confidence that the Parliament would approve constitutional decentralization amendments. "No matter how much time we spend bringing new people to the state bodies, without total system change the those would soon become "old" people," Groysman said.
